Is the order of events really relevant?
The U.S. numbers are dubious. The introduction of ‘markets’ (bureaucratic fire ant mounds in truth) has obscured the actual cost to consumer.

As I recall, that was the meaning given in my annotated Shakespeare editions.
See Wiktionary here and here. Merriam-Webster is useless, Cambridge is minimally informative, and the OED is behind a paywall. My printed edition of the OED makes no mention of any “naughty” meanings.
