The truth is somewhere in between. Often the champions of a particular theory or concept are as you say, inflexible devotees, but they are usually a minority. How the rest of the researchers in that field behave depends on the incentives. If there’s not too much incentive distortion, balance of evidence does have a pretty big impact. As often as not, the zealous champions get walled off to spend their waning days talking to themselves, ignored by the mainstream. Of course that process involves hurt feelings and endogenous politics, so if the marginalized champions turn out to be right after some new evidence comes in, there can be quite some fireworks.

No, it’s certainly not universal. But the best test case I can think of is the impact of Archeogenetics and Genetic Anthropology more generally. Scientific paradigms. Scientists can indeed by ostracized for their theories or reviewers and funders can not allow them to publish/get $. Since people can be mean and narrow-minded, this is a problem. The actions of review panels has become increasingly conservative such that it can be hard to get $ for something novel (which is the purpose of research after all).
The current demand that all faculty pledge fealty to DIE means that particularly in the social sciences many approaches are not used and questions not asked. For example, one cannot get money to study regrets of trans transitioners or how many “transition” but never get surgery (looking at you Bruce Jenner). The CDC has declined to collect data on co-morbidities for covid–in the UK only 2.6% of fatalities have been in those under 65 without comorbidities. Why don’t we know that in the US?
