There are several properties with women protagonists that could be used instead of Bond.
E.g Sue Grafton’s “Alphabet” series, with “Kinsey Millhone”,
Janet Evanovich’s “Stephanie Plum” series,
Paretsky’s “V.I. Warshawski”,
or Ann McCaffrey’s “Pern” series.
A Warshawski film was made in 1991 but only had modest success.

Actually… The novel of The Spy Who Loved Me does have a female lead: Viv Michel (the “me” of the title). Bond only turns up more than halfway through. Fleming didn’t like the way it turned out and more or less disowned it. Although Cubby Broccoli was notorious for altering the plots of the movie versions, it’s the only one where Fleming explicitly told him to use the title and re-write everything else.
But if they must take a “view of James Bond through the wrong end of the telescope so to speak”, as Fleming himself put it, making a faithful movie of that would be the way to go, not a bloody sex-change Bond.

The original French film la Femme Nikita was good. The U.S. remake, Point of No Return (?), was OK-ish. Then there was an initially promising TV series, but it devolved pretty quickly, and then jumped a lot of sharks.
One scene, which i did not actually see (just read about it) apparently had the Agency’s internal AI trap the female lead in an elevator, then raised the heat, eventually forcing her to partially disrobe. All the while her conflicted love interest / rival agent was monitoring by video. This was supposed to be the AI’s ruse to alter internal Agency politics in some way favorable to it.

It’s funny how I don’t remember which one I saw. I do recall there was a series of some kind. A coworker kinda got wrapped up in it and would talk about it quite a bit. I recall liking the premise, the (whichever) original. But I lost track of it or maybe did see later ones that may have been more meh to me than my coworker. KFC meal circa £6 or under a fiver from the generic competition.
Large cod and chips circa £9-10.
Even the ubiquitous OAP deal, small fish and half portion of chips, is over £7 here on the south coast which is far from an affluent area.
Cost – it’s as simple as that.
* For our overseas readers the recent phenomenon of 4, 5 or more of these barbers opening up even in the smallest towns has been impossible to ignore. They are characterised by at least one extremely expensive car parked outside, often on the pavement (but never bothered by traffic wardens who as a breed have a strong sense of self preservation) while inside you will see 3 or 4 tanned youngish men of a kind you wouldn’t choose to argue with sitting around most of the day. It’s possible I’m being slightly unfair, in that some of the decline will be down to franchise exhaustion. The longevity of a series brings problems, not least the burning through of ideas. At some point, decades on, there’s just nothing much new to do, or nothing new that’s worth doing. All the half-decent stories have already been told and the premise, the format, becomes spent. And so we get casting gimmicks.
But the Doctor, as a character, is supposed to be an outsider, an alien, and somewhat removed from whatever fashions prevail at any given time on planet Earth. And what we’re seeing is a character whose appearance and particulars very much depend on the preoccupations of a minority in the Current Year. In many respects, our time-travelling alien seems remarkably parochial and politically conformist.
I’ve often thought that the Doctor’s periodic regeneration was a bit of a mixed blessing too. Yes, it means the character, and the series, can outlive the interest or popularity of any particular actor. But it also risks the evaporation of any sense of the lead character having… well, a character.
If the star of the series can be a crochety old man, or a horribly miscast woman, or a young black man with a transgender companion, then where’s the continuity of who this person is? It seems to me that if your lead character can be anyone, any age, any sex, then you’re undermining any sense of him – or rather, them – being a particular person.
