I’m a librarian at a junior college, and I had an amusing moment just this past week. One of the Humanities faculty (a Sociology instructor) accosted me and asked why we had a particular book available as it was, in his words “garbage”. The book was The Big Lie by Dinesh D’Souza.
Now I think I need to put together a display that includes TBL along with _Liberal Fascism_, _The True Believer_, _America Alone_, _The Bell Curve_, and any other non-PC books I can find in the collection. Maybe during National Brotherhood Week.

The VAT, as I understand it, is a tax that gets added at each stage of production. Me, I’d much rather a simple sales tax on the retail sale of all new goods, including food and medicine. Don’t want to pay the tax? Buy used when you can, buy in bulk when used isn’t an option, and don’t buy what you don’t need. Abolish all other domestic taxes (I’d be ok with a tariff on top of the sales tax as long as it wasn’t exorbitant…maybe 5%).

Technically, at least in FL, sales taxes are supposed to be applied to used goods as well. Individuals don’t get hassled about it, generally speaking, but commercial entities are required to collect sales taxes.
Meant to add that I agree on the tax thing. In general tax in one place in one grand fashion such that you minimize the opportunities to cheat, including legal “exceptions”, etc. It’s a huge misconception that a tax applied in one place does not get passed on to the rest of the economy. For example real estate taxes are not taxes on those who OWN property. Those taxes get passed on to renters as higher rent, or if a commercial establishment, that higher rent gets distributed to the consumers of those businesses in the form of higher prices.

Producer A buys the raw material and “pays” vat. But when they sell to distributor B they claim it back. B “pays” it on the purchase, but claims it back when they sell to retailer C. Likewise C pays, but recalls. The buyer pays the whole amount.
If done properly it is a simple tax with few overheads and very simple for businesses to account for. Every sale is taxed, every purchase you claim it back on.
The trick, like any tax is to have NO exceptions on a flat rate. Every exception and different rate makes work for all concerned.
British VAT is a Byzantine system that is a pain to manage. NZ VAT is a simple and easy to manage system, with property (rent, mortgages etc) being the only exception.

Hence my “all new goods” caveat. I figure if you’re selling something used, that sales tax has already been paid on it, and used-goods retailers tend to be small businesses which can ill afford more bureaucratic red tape.
Re: VAT. Not sure what you (Chester) mean by “claim[s] it back”. Does that mean “passes the cost of the already paid tax along to the consumer while adding a new layer of VAT to the item”? If so, that sounds like it would incentivize minimizing the number of transactions between initial materials supplier and final retail sale. The longer the production chain, the higher the price. Or I could be misunderstanding it all:-).
As for taxes on rents, that seems silly. The rent is a *service*, not a good. I realize that there’s nothing that can’t be taxed, but in my perfect world only goods would be taxed. The important services are already expensive enough without adding to their costs.

Jabrwok, no, the first manufacturer charges the next person $100 say, plus GST of 15% so price is $115.that buyer marked it up to, say, $200 and sells to buyer C for $200 plus 15% so 230. The original seller pays $15 but has of course charged the buyer the same so no net tax. The first buyer pays $30 – $15 = $15, but has passed this and the $15 already contributed by the first seller onto C.
And so on to the final consumer. As there are no exemptions other than rent, interest charges and on exports, the process isn’t too tricky. All transactions have GST added and one forwards the net position monthly (usually). Under a certain turnover level one does not have to charge or pay GST, but you can’t then deduct GST inputs.
It raises price levels, but is quite resistant to avoidance. Cash jobs can avoid it, but once purchased goods are involved it becomes less of an issue because your input GST not being deducted becomes a counterweight.
Not perfect, but usually a lot better than a sales tax. Note the important point though, make it universal on a single rate with very limited exemptions.
